The Executive Committee of KMDC consists of a Chairman, a Vice-Chairman, an Hon. Secretary, a Treasurer and other Executive Committee Members. The maximum number of Executive Committee Members is 15.


Ir. Eric Chan, Chairman (Chartered Marketer, Chartered Engineer)

BSc(Eng.), PgD (Marketing), MBA, MCIM, MHKIE, FIET

Chan is currently Head of Products & Services, Hutchison Global Communications. He oversees Hutchison Global Communications Product Innovation and manages the whole portfolio of products from Telecom to Cloud/Data Center and Managed Services. Chan is a veteran in the telecommunications industry with over 25 years of experience in ICT, Marketing, Product, Business Development, Management Consultancy and Start-up Technology Commercialisation. Chan has been instrumental in pioneering KM projects in Hong Kong. Before joining Hutchison Telecom, Chan held various senior positions in local and global telecommunication companies. Chan also serves on many Industry & University Advisory Boards and Mentorship Programs, Fellow Member of Learned Society and is Board Member of charitable organisations and NGOs.

Dr. Victor Leung, Vice Chairman

DMgt, MSc, Bcom, DipM. FHKQMA

Dr. Leung has been working in transport industry for more than 38 years. He is one of the founders and currently the Vice-Chairman of the Hong Kong Knowledge Management Development Centre. He has rich experience as part-time teacher teaching transport management, service quality management and Knowledge Management in various universities and institutes. He is the adjunct lecturer of the HKU SPACE. He is a Fellow and Director of HK Quality Management Association and holds RQM certificates from HKQMA and NZOQ.

TSE Ming-kin, Treasurer


Mr. Tse has 30+ years on construction planning and scheduling/programming experience. He has involved in two significant infrastructure construction projects in Hong Kong of which he found that knowledge transfer among project team members was a challenge. Being a KM Diploma graduate, MK has been showing how he applied KM techniques to meet the challenge to the members.

From 2006 to 2012, MK was resident oversea for various infrastructure and plant construction projects, including an iconic infrastructure construction in Singapore after complete the international airport project in India.

Currently he is resident in Hong Kong and has served a public transport, an entertainment facilities and other companies.

Daisy Keung (Chou), Honorary Chairlady (Chartered Statistician, TQM consultant and Six Sigma Master Black-belt)


Mrs. Daisy Keung is one of the founding members of the KMDC and an early pioneer in Knowledge Management in Hong Kong. Daisy was the first Chairperson of KMDC for over 4 years in this position. She has extensive knowledge in TQM, Knowledge management, Process Improvement and Performance Measures. She has many years of working experience with public and private sector in both local and overseas organizations such as Hong Kong Census and Statistics Department, Singapore Sports Council (Singapore), Telstra (Australia), Monash University (Australia), University of Hong Kong, Motorola and Tyco. Daisy has recently moved back to Australia where she will continue to promote KM and connect with KM communities there..

Michael Liang (Director, Strategic Accounts, WiderWorld Company Ltd.)


Mr. Liang has over 12 years of IT and Management Consulting experiences in Knowledge Management, Information and Technology Strategy, Process Improvement and Applications Development projects from North America and Asia. Michael began his career as a Software Developer at Nortel Networks in Ottawa and gained extensive consulting experiences as an Information Strategy Consultant at Deloitte & Touche Consulting in Toronto. He is currently the Director, Strategic Accounts at WiderWorld, a local IT and Management Consulting firm. Michael is also a part-time lecturer at the University of Hong Kong, a published songwriter of Composers and Authors Society of Hong Kong (CASH), a member of the Institute of Management Consultants (MIMC), and the Chairman of the Chinese Manufacturers' Association (CMA) Youth Committee (2010-2011).

Philip Chin


Mr. Chin is a seasoned manager with experiences in a number of industries and disciplines. He began his career as a software developer in IBM Toronto Laboratory specializing in compiler testing and product planning. While in AT&T Asia, he worked as technical manager and led the project team in design and implementation of a number of AT&T regional points of presence in Asia. He spent 15 years with Mainetti, a leading global garment hanger manufacturer, as senior manager, where his contributions spanned multiple departments including product marketing, operation research, process improvement, strategic sourcing, and social compliance in regional and global capacity. His broad, practical and holistic experiences in various disciplines allow him to appreciate the many applications and continue promotion of KM.

LAI Lei-yu, Frankie


Mr. Lai is currently KM Manager and Training Officer at Huawei Technologies Co. Ltd.. Frankie pioneered KM projects at Huawei since 2008 after his overseas assignment as Supply Chain Project Manager at Huawei, working closely with international KM guru such as Nancy Dixon, the author of the well known book "Common Knowledge". Frankie earned his Bachelor degree from Guangdong University of Foreign Studies and is now studying MSc in Knowledge Management.

Tam Chi-wai, Carlos


Mr. Tam currently serves as Assistant Vice President, Bid & Solutions Consulting team of Commercial Group in PCCW-HKT. He has more than 30 years solid experience in Information and Communication technology ICT and possesses diversified technical and management skills in various functions including engineering, technical support, and consulting services.

He has been leading and managing a number of significant projects originated from different industries in Hong Kong and Macau, including banking and finance, hospitality, gaming, utilities, education and government sectors.

Carlos held a BEng(Hon) in Electronic Engineering from The Hong Kong Polytechnic University. Afterward, he earned an Executive Diploma in Marketing Management & Strategic Marketing from the Chinese University of Hong Kong and Mater Business Administration from The HK Polytechnic University. He was the FULL Member of Hong Kong Computer Society MHKCS and the Institute of Engineering and Technology MIET also the Director of Careers & Intellectual Development for the HK PolyU MBA Alumni Association Ltd and Social Angel 2008 in The HK Council of Social Service.



WONG Doon Yee, Charles (Director (Training), Construction Industry Council)


Mr. WONG has thirty-three years' service in the Hong Kong Government. He served in the Immigration Department as an Assistant Immigration Officer for four years before joining the Hong Kong Police in 1978 as Inspector. He was promoted to Chief Inspector in 1982, Superintendent in 1987, Senior Superintendent in 1993, Chief Superintendent in 1997 and Assistant Commissioner in 2002. He has performed a variety of operational, investigative, administrative and training duties. He has undertaken work in command positions on many occasions which included being a Divisional Commander, a Police Tactical Unit Company Commander (riot response), the Officer-in-charge of an Emergency Unit (999 response). As Assistant Commissioner he was responsible for the development of the knowledge management system of the Police. He retired from the Civil Service in November 2006.

Mr. Wong joined the Construction Industry Training Authority as Executive Director in August 2007. Upon the amalgamation of the Authority with the Construction Industry Council in January 2008, he became the Director, Training responsible for providing training and trade testing of construction workers in Hong Kong.

Mr. Wong is also a member of the Construction Worker Registration Authority, member of the Hong Kong Advisory Council on AIDS and Chairman of the School Council, Discovery College.

Alfred Ho (COO, The Academy of Management Consultancy)


Mr. Ho has been working as a line manager, a human capital developer, and a change agent for over 30 years. He initiated the idea jointly with HKPC of forming KMDC back in early 2000. With an MBA and an MSc in Information Systems background, he stands in a good position balancing the 'people' and 'IT' approaches for maximizing KM effectiveness. Being the first Oxford University certified Development Adviser, Assessor and Internal Verifier in Management in Hong Kong he pioneered in introducing competency-based approaches to talent development for local industries.
